The healthcare services ability to promote health and give good care to transgender patients is limited due to stigma and lack of knowledge in meeting the needs that transgender people may have when seeking healthcare. Discrimination was initially the focus of EU attention in two respects. Indirect discrimination is stated to be when someone is disadvantaged by the application of a provision, a criterion or a procedure that appears neutral, although it may put individuals of a certain ground of discrimination at a disadvantage, unless the provision, criterion or procedure has a legitimate purpose and means which are appropriate and necessary to achieve this purpose. According to the Discrimination Act an employer may not subject an employee to harassment or sexual harassment and he or she has an obligation to investigate and take action when having the knowledge that an employee feels subjected to harassment or sexual harassment.
